Update all test cases
Detect changes to class/type/provider and force a restart of the resource
Allow resources to have a "name" and an "id".

• the id is always unique
• the name may be different to id after we have probed for cloned resources.
• if the resource doesnt care about global clone uniquness, we will treat clone:0 on hostA as a different instance to clone:0 on hostB (instead of a multiply active resource which is then recovered). this is when we would set name != id
