Test: cts-schemas: Split test input/output data into separate dirs

This becomes more similar to the cts/scheduler directory structure and
makes examining directories a bit cleaner. We can choose different file
extensions and directory names later if we so choose.

There is some new duplication simply because I don't want to bother
functionizing more things in bash.
