Obtain the transition id that the TE is providing with every operation.
Store the transition id in op->user_data and infer rsc_state when generating

the CIB update.

Add the transition id to the resource op update or the CIB
Also store the transition id and the status together in the "transition_magic".

By combining the two we ensure they always change and will be available
in the diff sent to the TE.
