Consider deprecating stop-removed-resources and cancel-removed-actions cluster properties

Description

These properties were introduced in 2006 by commit ea1359b3, with no motivation or use case given. They both default to true. It seems like a bad idea for Pacemaker to continue running resources or actions that are not part of its configuration.
