Description

We can't reasonably support --force-* for bundles with a primitive since Pacemaker Remote connections cannot be made without the cluster. However we could support starting the container and any IP if there is no bundled primitive. Or we could treat all bundles the same way, just ignoring any bundled primitive (maybe printing a warning in that case).
