Until resource-agents 4.15.0, these were used by the ocf:heartbeat:galera and ocf:heartbeat:rabbitmq-cluster agents (see resource-agents issue#1077), and this would be an incompatible change in behavior, so this has to be done at a minor or major series bump after we no longer support building on any platforms that ship resource-agents <4.15.0.
