Description

The various syntax has been deprecated since 2.1.8 or 2.1.9. After a long while, drop:

Accepting suicide as a value for no-quorum-policy (an XSL transform will be needed for existing configurations)
no_quorum_suicide enum value
st_opt_allow_suicide enum value
PCMK_VALUE_FENCE_LEGACY defined constant
