Move XML attributes outside interleave blocks in schemas

Description

XML attributes are always considered interleavable, so there is no need to put them inside <interleave> in RNG schemas.

We have three schemas that should be updated: nvset (score.rng is an attribute), resources, and versions (which is dynamically generated via the Makefile).
