build: release.mk: additional test for uncommitted files in "checks"

This is more a diagnostics tweak than the safety net already in place

• the generated tarballs would get a "-dirty" suffix, which would then

conflict with the naming convention imposed in this ver release.mk for
the subsequent steps.
