crmd: Delete cancelled operations from the CIB
We could ask for a complete dump of the LRM,

but deleting the lrm_rsc_op entry is more efficient.

This is particularly relevant for disabled operations and without this change

the PE will cancel and re-cancel the operation indefinitly.

There is also the added benefit of making the CIB smaller.

Also updated the crmd to handle the new way in which cancellations are handled

by the lrmd.
