High: crmd: Wait for stonith-ng to reply before declaring stonith ops complete

Marking them done early, such as during peer_update_callback() means
the next transition can start before the fencing operation /really/
completes.
This can cause the overall fencing operation to fail as the PE might be
moving devices around.
