PE: Create resource actions immediately after node allocation
Supporting stateful colocation with master/slave resources requires that
the m/s resource is finalized at the point the other resource tries to
colocate itself.
This changeset creates resource actions immediately after node allocation
(instead of after all resources are allocated) and updates the testcases
in preparation for stateful colocation.
