API: libcrmcommon: add PCMK_EXEC_NO_FENCE_DEVICE

This new execution status is intended solely for the fencer's use, for when
a fence action could not be attempted because no fence device is configured for
the target.

Nothing will use it until the fencer is refactored to track the full services
library result.
