Run new tests
Expose CRIT messages (from asserts) in the regression test output
Assert no memory has been leaked for all test cases
Support start_prereq and resource_stickiness (and the global default)
custom_action now checks for prereqs (nothing|quorum|fencing)
Update test outputs
Build the PE as a shared library which is then used by ptest and pengine.

May be used elsewhere too - ie. in a configuration validation tool
