Test: cts-cli: update tests and expected output for new configure option

--with-resource-stickiness-default will create a <rsc_defaults> section in an
empty CIB, which means regression test output would vary depending on the build
options. To avoid that, delete any <rsc_defaults> and reset the CIB version to
ensure the result is always the same.
