Keep track of our DC (when in slave mode). Add some error checks using this

info later.

Send welcome messages as non-ordered broadcasts to avoid imessage delays

during the join process when the CRMd process hadnt running on every node.

Use nodemsg's when sending to the DC
Make sure a minimal entry is present in the <nodes> section of the CIB for

every node that has completed the join protocol (note: the first ever node
elected DC will not be automatically populated until it too completes the
join protocol after leaving and re-joining a running cluster)
