High: Tools: hb2openais: backup improved and multiple fixes

• backup/revert rewritten; in certain situations it would be desirable to do backup on _all_ nodes, but I'm reluctant to do that because there would be too many ssh sessions (at least two per node)
• replace @HA_VARLIBDIR@ with $HA_VARLIB
• add -F (as in Force)
• refuse to run if the backup directory exists
• replace "lha_crm" with the new "pacemaker" (openais.conf)
• move call to prerequisites after the revert
• fix CIB permissions
