INSTALL.md: reformat "Optional" and "Cluster Stack" deps to a table

Also add dependencies for Debian-based distros.

The python2/python3 dependency is outside the table because this package
differs even between various versions of the same distro (e.g. python vs
python3), so this info is a bit hard to formalize as a table row.
