PE: Novell #252693 - Teach the PE how to migrate resources in a starting stack
As long as rscX depends on a clone _and_ the clone is not both stopping _and_

starting, then it is possible to migrate rscX instead of moving it.

Include both a positive and negative testcase for this.
In theory we can figure out if the clone instance we will run on is already there,

but that would involve too much knowledge of internal clone code.
This would be a useful extension for later...
