Doc: xml: Correct documentation of colocation/order lifetime transform

Previously, the doc comment said that all rules within a colocation or
order constraint's lifetime element were unconditionally preserved "just
in case." Now, we correctly note that such rules are preserved only if
they're referenced elsewhere.
