Looking at the action matrix, I think O_SHUTDOWN (go ahead and shut down) is a better choice than
A_SHUTDOWN_REQ (ask the DC to shut us down) as the latter requires the node to be capable of joining
the cluster (which after the I_ERROR, it is not able to do).
