Rename action->replaced_by_stonith to be more flexible.
Implement CRMd shutdowns
Dont add unrunnable resources to the transition graph.
Dont fail on a stonith action (tengine).
Support action failure (with fatal and non-fatal variants)
Some extra debugging.
