Description

High: Overhaul the detection of nodes that are starting vs. failed
Use "banned" for rejected nodes
Display nodes as "pending" rather than "standby" during elections/joins
Set the crmd state to "pending" when we get a HA or CCM "up" indication

this allows us to differentiate between starting vs. failed nodes
