Refactor: tools: Don't print teardown message for crm_shadow --commit

The user may not be finished after committing the shadow instance to the
active CIB. Currently we assume that they're finished and we instruct
them to exit the shadow shell or unset the CIB_shadow environment
variable. To me, this seems like a mistake.
