Medium: crmd: Bug BNC:472473 - Don't wait excessive amounts of time for lost actions
The crmd now waits for the specified action timeout plus that of the network-delay option.
This is instead of waiting 2x the largest action timeout plus network-delay.

Removed the global transition timer (and the hack for turning it off during stonith ops)
and instead made sure each action has a valid timeout.

Additionally, if the connection to stonithd fails, all stonith ops are marked as failed
