Build: do not invoke autogen.sh in an already unsupported way

...in case configure file is missing (trivially feasible, since
GNUmakefile is readily usable at all conditions of the working
tree, i.e., is not a half-baked file like many others are).
Respective autogen.sh kludge was removed in 19a1794d9.
