Low: libcrmcluster: Default remote_state_from_cib() to false

Previously, it defaulted to true only for compatibility with controllers
running <= 1.1.14. Those older controllers didn't set the attribute.

Now, rolling upgrades from < 2.0.0 are unsupported, so this is not a
concern.
