Low: fencing: Fencing regression tests for fencing timeout distribution across devices.

This patch changes fence_false so it will always result in a
timeout occurring. This is really just restoring previous
behavior to fence_false that was removed until the timeout
distribution bug was fixed. New tests to fencing/regression.py
have been added to verify the timeout distribution happens
as we expect it to.
