99% of these messages are far to detailed and are really only helpful when debugging
hairy problems and so have been shifted down one to LOG_DEBUG+1 (aka. LOG_DEVelopment)
LOG_DEBUG is now for:
- warnings in utility functions (the caller decides if its a real problem)
- high level messages about the cluster that may not be important (eg. a constraint not being active or a node being down)
- anything else i decide on at the time :)
