Test: cts-scheduler: Add tests for cloned group promoted colocations

The mandatory case already works correctly, although the group's
promotion score is incorrect, so it's probably getting caught in a later
step like apply_coloc_to_dependent(). However, the optional case behaves
incorrectly.
