API: libcrmcommon: Drop PCMK_OPT_STOP_REMOVED_ACTIONS

It has been replaced by PCMK_OPT_CANCEL_REMOVED_ACTIONS.
PCMK_OPT_STOP_REMOVED_ACTIONS has not made it into any release yet, so
there is no need for a deprecation period.
