High: crmd: Prevent shutdown hangs by allowing the crmd to forget about pending actions for deleted resources
When deleting resources ith crm_resource -C, everyone forgets about the
previous actions except the crmd. Thus when it comes time to shut down,
the crmd refuses on the grounds that it has actions that have not returned
from the lrmd (which has since forgotten about the action completely).

This is likely to be the cause of the "heartbeat wont shutdown" meme.
