Clean up the processing of rules and expressions
Implement time based constraints (untested) based on iso8601
All regression tests pass
Relocate the calls to unpack instance attributes so that they occur after

the action/resource is allocated.  In some cases this is not possible
(we need the to know the number of clones and priority before then) in
which case we read in only those attributes.
