Feature: PE: Reduce noise when sanitized policy engine files are replayed

Sanitizing usernames and/or passwords when collecting policy engine
inputs makes it appear that these changes happened to the live cluster

• masking the real reason a resource may have been restarted or moved.

So we now create a digest of the non-sensitive parameters and mask
changes to sensitive ones when replaying them with crm_simulate.
