Asyncronously check the result of CIB updates for Stonith actions
Use the standard node location for stonith actions

• fixes the matching of down events

Always update failed actions as complete

• otherwise they will be counted in unconfirmed_actions() and delay the transition abort.

Set the stonith timeout to be half of the transition_idle_tmeout
(which is configurable)
