CIB: Fix for OSDL #1432 - update_attr() causes attrd to hang at shutdown when there is no DC
Change a number of other queries to also use the local CIB and avoid the same problem.
read_attr() is the only one to always go via the DC as the value it returns is important

(unlike the other cases which are only trying to determin an ID to use).
