CRM: Update crm/cib feature sets and the set of tags/attributes used for feature set detection
The jump from 1.3 to 2.0 is due to a recently discovered (and fixed) bug in compare_version().
The bug was caused by a change to decodeNVpair() (CS: 6f5249e2172b On: 2005-09-30)
Since that change, effectivly only the first digit in the version string has had any effect.
