Feature: tools: deprecate --text-fancy command-line option

The end user doesn't really have a need for this feature, which mainly
affects formatting of lists. A few command line tools set this via
pcmkforce_args() as a hack before we created
pcmkoutput_text_set_fancy(), but that's no longer necessary.
