Remove the "libltdl.tar" aspects of the July 10th
update ("--enable-local-ltdl" etc.). That update
was basically good, but the "libltdl.tar" aspects
seem to have been superfluous. Worse, they were
also damaging in various contexts (e.g. when
srcdir and builddir are different).
The principal files affected are "configure.in"
and "bootstrap". But there are small associated
administrative changes also in "Makefile.am"
and ".cvsignore".
