High: Tools: Prevent crm_resource commands from being lost due to the use of cib_scope_local

--force should not enable cib_scope_local as the cluster may be busy at the time
crm_resource is invoked. If the current node is not the DC, any changes to the CIB
(such as move/unmove constraints) are lost in the resulting resync.
