Feature: fence-history: add cleanup & sync & history-notify

• refactor init of remote_op_list
• add fence-history notifications
• add possibility to cleanup fence-history via API
• add possibility to cluster-sync fence-history via API
• refactor stonith-flags to enum
• add possibility to trigger new fence-history cleanup & broadcast to stonith_admin
