Build: new COMMIT variable possibly influencing TAG one

This allows for passing COMMIT=<commit-id> for "srpm" make target
(others of that kind) and have TAG resolved automatically if possible
(full commit hash is used if not) and when TAG not overridden in the
same way.

Default COMMIT value is HEAD to retain the compatibility.
