Refactor: crmd: Further improve clean shutdowns

Detect and handle crmd_exit() being called re-entrantly.
Ensure R_STAYDOWN and R_IN_RECOVERY are consistently observed.
Suppress secondary errors resulting from us disconnecting connections.
