Low: scheduler: Condense group and clone status in output.

Instead of something like "(promoted) (unmanaged)", these can go into a
single comma-separated list like "(promoted,unmanaged)". I don't know
how often this situation could come up, but it sure makes for less
complicated printf format strings.
