API: libcrmcommon: Deprecate cluster-ipc-limit cluster option

Nothing uses it anymore.

Also remove the default value (no reason to set it) and the validator
function (no reason to validate the value).

Drop part of the comment because we now have upstream task T744 to track
this effort.
