Test: cts-scheduler: Drop orphaned last-failure nvpairs

Drop last-failure entries that don't have a corresponding fail-count
entry. This doesn't affect test behavior, and it ensures all remaining
last-failure entries have an "#<action>_<interval>" suffix.
