Use the CIB API directly to

• avoid copying data when there is no need
• to add a callback so we can be alerted when it completes

Only "finialize" the join once the CIB update has been confirmed

This is still not perfect as it could be shortcut'd if the last node
exits instead - but should be good enough for now.
