Build: spec: make Publican docs not depend on pre-existing packages

...namely publican and inkscape (and asciidoc).

If one rpmbuilds using --without-doc, time consuming (roughly half of
the overall build time) Publican backed documentation is now not built
despite the necessary packages possibly being already present
(may happen easily with "rpmbuild --rebuild").
