Low: PE: pe_order_implies_* for notification ordering is now redundant due to cs: cab8f49ff961
Now that mandatory-ness between clones always follows the regluar
stop(ped)/start(ed) actions and notifications are marked in _after_ the order
processing is complete, using pe_order_implies_* for notifications is redundant
and more likely to cause false restarts than anything else.
