Medium: TE: Bug LF-1859 - Wait for fail-count updates to complete before terminating the transition

Otherwise it can happen that the update notification arrives after we've run
the stop action (from the next transition) but before the start, at which point
the TE cancels the transition again.

Now when the PE runs the resource is stopped and gets no stickiness bonus

• possibly resulting in a different allocation than the previous pass.
